Those who want to make social issues a bigger part of the world evangelization agenda have “met with the opposition of evangelical forces that seem committed to pull the [missions] movement backwards, towards mission styles of the Cold War era and towards pushing the imperial marketing of theological and missiological packages created within the framework of North American society.” This article examines the Lausanne movement, including the landmark evangelization conferences of 1974 and 1989 and focuses on (...) questions of social issues and the gospel. Pope Benedict XVI made it a hallmark of his pontificate to insist upon a hermeneutic of continuity in interpreting the council in relation to the past, opposing this view to one of discontinuity and rupture (see his “Christmas Address to the Roman Curia,” Dec. 22, 2005). Viewing the council in terms of rupture and correspondingly as an opportunity for disruptive innovation has been described by many as the “Spirit of the Council.” Recently, the conflict of these rival hermeneutics has resurfaced in vehement fashion in relation to proposals for innovation in pastoral practice and even in doctrine regarding marriage and sexuality.Ensuring a proper interpretation of the council requires not only a deep and thorough examination of texts themselves of the council, but also a careful placing of the texts within the Catholic tradition. In particular, Martin focuses on the meaning, historical and scriptural sources, and theological interpretation of Lumen Gentium (LG) §16. In doing so, he touches on a number of key issues relating to the legacy of Vatican II, most importantly the decline of the missions and evangelization in general. Martin argues that abandoning the proclamation of sin and the possibility of hell in favor of the universality of salvation has led to a serious crisis of evangelization.The first chapter, “Vatican II and the Priority of Evangelization,” places the theme of evangelization at the center of the council’s message. Pope Paul VI declared in Evangelii nuntiandi that the very purpose of the council was to make the Church more fit for the evangelization of the modern world. The topic of evangelization was taken up by Pope John Paul II in his own call for a New Evangelization. Although the New Evangelization focuses on restoring faith in the context of post-Christian cultures, John Paul also sought to reinvigorate the foreign missions, as seen in his encyclical Redemptoris missio. Martin contrasts this emphasis on evangelization with its diminishment in practice due to “a lack of conviction that being a Christian is really necessary in order to be saved. If it is not really necessary... why bother to evangelize?” (5). Although Martin recognizes that the Church teaches the possibility of salvation outside of the visible bounds of the Church, he also posits that “doctrinal ignorance or confusion about what the Church is actually teaching about the possibility of salvation” creates “one obstacle... to evangelization” (6). To respond to this confusion, he turns specifically to LG §16 to clarify the Church’s teaching.The second chapter provides Martin’s initial observations on this central text. Martin divides the text into three sections. Much of its incisive analysis owes to the editor's preface, introductory chapter, and concluding critical discussion of the positions represented, including his own.Four chapters lay out the Christian arguments for just war, biblical pacifism, and the late Glen Stassen's "just peacemaking theory," presenting ten practices to deter or transform violent conflict. Although Gushee's chapter would have to be placed among just war theorists, he stresses that war must be a last resort to defend innocent life, carried out with the least violence possible. Gushee appreciates the paradox of expressing love through acts of violence. Lisa Sharon Harper insists this goes beyond paradox to outright denial of the redemption Jesus brings, failing to honor the image of God in all persons. Following Anglican theologian Oliver O'Donovan, Erik Patterson sees publicly authorized force to protect society as a positive Christian duty. Striving to unite these two sides in practice, Stassen derives alternative, nonviolent strategies from the Sermon on the Mount to transform conflict at the local, national, regional, and international levels.But are such efforts successful? Can and do Christian peacemakers actually bring about significant societal and political change? This paper traces the relationship between the food committees of the Royal Society and government during the First World War, concentrating on the period up to the resignation of Lord Devonport as first Food Controller. It argues that, in the context of a radical public science discourse emanating from some sections of the scientific community and greatly increased contacts between scientists and government, the food scientists of the committees were moved to press for a formalization of the committees' role (...) in food policy. The members constantly manoeuvred to achieve this aim, but also used a network of alternative channels into the heart of the policy process to get their findings translated into hard policy. In doing so, they explicitly rehearsed characteristic 'public science' arguments. In the institutional blur of wartime state-science relations, scientists often got close to the policy-making process. Post-War, the state swiftly moved to clarify the position: science was to be given more money, but was to be specifically blocked by new administrative arrangements embodied in the Haldane Report on the Machinery of Government from having any say in the core areas of general policy, the expert domain of the generalist policy-maker. Abstract:Increasing attention to climate change and health has re-centered environmental ethics on the medical industry and biomedical ethics on the environment. Yet, without a belief in climate change, there is little reason for sustainability in medicine. In the United States, about one-quarter of all adults self-identify as Evangelical Christians, with a sizable subset of "climate change deniers." In order for millions of Evangelicals to be persuaded about the importance of sustainability in medicine, there must be a theological justification. This article (...) will lay the foundation for an Evangelical environmental bioethic. I will first provide a brief history of environmental bioethics. Then, Christian theology will be introduced. In the following section, the work of Richard Bauckham—as a representative of Evangelical ecological theology—will be explored. His scholarship on biblical limitation can form the basis of an Evangelical environmental bioethic. The views and actions of American Evangelicals demands special attention, not only because of their number, but also because of their influence in one of the most environmentally noxious countries in the world. Background The Regional Committee for Africa of the World Health Organization (WHO) in 2001 expressed concern that some health-related studies undertaken in the Region were not subjected to any form of ethics review. In 2003, the study reported in this paper was conducted to determine which Member country did not have a national research ethics committee (REC) with a view to guiding the WHO Regional Office in developing practical strategies for supporting those countries. Methods This is a (...) descriptive study. The questionnaire was prepared and sent by diplomatic pouch to all the 46 Member States in the WHO African Region, through the WHO country representatives, for facilitation and follow up. The data were entered in Excel spreadsheet and subsequently exported to STATA for analysis. A Chi-Squared test (χ 2) for independence was undertaken to test the relationship between presence/absence of Research Ethics Committee (REC) and selected individual socioeconomic and health variables. Results The main findings were as follows: the response rate was 61% (28/46); 64% (18/28) confirmed the existence of RECs; 36% (10/28) of the respondent countries did not have a REC (although 80% of them reported that they had in place an ad hoc ethical review mechanism); 85% (22/26) of the countries that responded to this question indicated that ethical approval of research proposals was, in principle, required; and although 59% of the countries that had a REC expected it to meet every month, only 44% of them reported that the REC actually met on a monthly basis. In the Chi-Squared test, only the average population in the group of countries with a REC was statistically different (at 5% level of significance) from that of the group of countries without a REC. Conclusion In the current era of globalized biomedical research, good ethics stewardship demands that every country, irrespective of its level of economic development, should have in place a functional research ethics review system in order to protect the dignity, integrity and safety of its citizens who participate in research. The field of global health has reached a critical juncture, where both its visibility and the complexity of its challenges are unprecedented. The World Health Organization, as the only global health actor possessing both democratic and formal legal legitimacy, is best positioned to capitalize on this new, precarious situation in public health and respond with the governance innovation that is needed to bring the increasingly chaotic network of activities and entities affecting health outcomes under the fold of a centralized, (...) standard-setting agency. One such proposed innovation to guide normative and strategic coordination in global health is the creation of a Committee C of the World Health Assembly that would promote consensus building and multi-stakeholder decision-making within the unique convening power of the World Health Organization. In January 2010 the Director General of the World Health Organization called for an “informal consultation on the future of financing for WHO” and in her opening remarks expressed the need to make the WHO fit for purpose given the unique health challenges of the 21st century.Margaret Chan referred to the constitutional role that WHO has to “act as the directing and co-ordinating authority on international health work” and stated clearly that global health leadership today and for the future (...) must be earned through strategic and selective engagement. She said, “WHO can no longer aim to direct and coordinate all of the activities and policies in multiple sectors that influence public health today.” This is a clear challenge that she has put to the global health community in recognition that WHO’s role must be clarified in the face of major change. Between 2013 and 2016, West Africa experienced the largest ever outbreak of Ebola Virus Disease. In the absence of registered treatments or vaccines to control this lethal disease, the World Health Organization coordinated and supported research to expedite identification of interventions that could control the outbreak and improve future control efforts. Consequently, the World Health Organization Research Ethics Review Committee was heavily involved in reviews and ethics discussions. It reviewed 24 new and 22 amended protocols for research (...) studies including interventional and observational studies. WHO-ERC provided the reviews within on average 6 working days. The WHO-ERC often could not provide immediate approval of protocols for reasons which were not Ebola Virus Disease specific but related to protocol inconsistencies, missing information and complex informed consents. WHO-ERC considerations on Ebola Virus Disease specific issues are presented. To accelerate study approval in future public health emergencies, we recommend: internally consistent and complete submissions with information documents in language participants are likely to understand, close collaboration between local and international researchers from research inception, generation of template agreements for data and sample sharing and use during the ongoing global consultations on bio-banks, formation of Joint Scientific Advisory and Data Safety Review Committees for all studies linked to a particular intervention or group of interventions, formation of a Joint Ethics Review Committee with representatives of the Ethics Committees of all institutions and countries involved to strengthen reviews through the different perspectives provided without the ‘opportunity costs’ for time to final approval of multiple, independent reviews, direct information exchange between the chairs of advisory, safety review and ethics committees, more Ethics Committee support for investigators than is standard and a global consultation on criteria for inclusion of pregnant women and children in interventional studies for conditions which put them at particularly high risk of mortality or other irreversible adverse outcomes under standard-of-care. As a Presbyterian faculty member of the McGilvary Faculty of Theology, John has extensive interreligious experience in Thailand and participated in the society's last international conference held in Tacoma, Washington, in August 2000.The institute's associate director, Professor Saeng Chandrangam, is a former Buddhist monk and is one of Thailand's most highly respected Buddhist laymen. During the last two decades, national bioethics committees have been established in many countries all over the world. They vary with respect to their structure, composition, and working methods, but the main functions are similar. They are supposed to facilitate public debate on controversial bioethical issues and produce opinions and recommendations that can help inform the public and policy‐makers. The dialogue among national bioethics committees is also increasingly important in the globalized world, where biomedical technologies raise ethical dilemmas (...) that traverse national borders. It is not surprising, therefore, that the committees are established and active in the technologically advanced countries. There have also been a few international capacity‐building initiatives in bioethics that have had a dual task: networking among existing national bioethics committees and helping establish such committees in those countries that still lack them. The problem is that, due to a lack of information, it is not clear what problems and challenges committees face in the transitioning societies often characterized as low‐ and middle‐income countries. The evangelical movement has shown a significant growth among the Brazilian population in recent decades, which has also manifested itself in political representation and, consequently, draws the attention for the political projects that this group raises. For this reason, studies in this area are extremely relevant to understand how this relationship between religious and seculars should take place in the public space. After analysis based on the hypothetical-deductive methodology, it was found that both religious and people with different worldviews should (...) act in the public space with respect and tolerance. Youth ministry as a sub-discipline of practical theology has traditionally always had an ecclesial focus. The focus was often based on the practices of proselytisation and discipleship, a sort of ‘reach and teach’ model whereby Christian believers would do the ‘reaching and teaching’ of the ‘lost’ youth. This is most true in an evangelical context and is further undergirded by a Western concept of personal salvation nearly devoid of any communal responsibilities and context. The traditional model, therefore, in evangelical churches (...) was reaching the ‘lost’ with the Gospel of Jesus Christ, with the aim of personal salvation for the individual who would eventually become a member of the faith community through a discipleship programme. Thus, the beginning and end of the entire process were the focus on personal salvation devoid of any contextual consideration. Youth ministry as practical theology must move into the area of public theology to engage the practices inherited from the western model by engaging with the public (youths) as public theologians (those who influence the theologies of the youth), and the public faiths and spiritualities (the expression of the youth’s theologies) to be relevant to the majority and developing world.Contribution: In this study, the author suggests that this ‘reach and teach’ paradigm with an ecclesial focus in the context of the majority and developing world is no longer suitable to meet the needs of youth. In addition, the author recommends a more appropriate framework with youth ministry as public practical theology for consideration. (shrink)

Such figures include Muḥammad Ibn abd al-Waḥhab, Count Nikolaus Zinzendorf, Jonathan Edwards, John Wesley, Jean-Jacques Rousseau, and Israel Ba’al Shem Tov. Prophetic Evangelicals and Bearing True Witness deal with two areas where this is evident: first, the attention many evangelicals are now giving to social justice and peace and, second, their determination to witness to the truth about Christ in a manner consistent with the Christian gospel. Prophetic evangelicals is the name the editors apply to a new generation of evangelicals who believe that the gospel of Christ requires a commitment to proclaim and embody “the just and peaceable kingdom” (2). These evangelicals view Jesus as inaugurating “a new social order that is a radical alternative to the order of empire” (7).This trend among evangelicals to move beyond the preaching of the gospel in a narrow sense (over against the liberals’ emphasis on social justice) is the culmination of a trend that has been happening since the publication in 1947 of Carl Henry’s The Uneasy Conscience of Modern Fundamentalism. What is new about many younger evangelicals in recent decades is their embrace of the Anabaptist perspective on justice and peace. It is clear in the introductory and concluding chapters by the editors—with their appeals to John Howard Yoder and Stanley Hauerwas and their references to the “cultural captivity” of the church—that this is the trend they have in mind. One also reads hints of liberation theology in the editors’ references to the needs of the people being “holy” (12), to God’s being on the side of—and the gospel always being in favor of—the “least” (47), and to a critique of “the order of empire” (7). Of course, [End Page 221] non-Anabaptist evangelicals are also concerned with these themes as part of their commitment to justice and peace. But it is the distinctive emphasis of this book—with some exceptions among the contributors—that it highlights the ways Anabaptist evangelicals are prophetic.The chapters consist of expositions on the following biblical themes: creation, shalom, justice, kingdom, news, Mary, the cross, church, freedom, reconciliation, resurrection, and hope. The authors include a wide range of evangelicals: from a Kuyperian (Vincent Bacote on creation) to a committed Anabaptist (David Gushee on shalom), to postcolonial Christians (Gabriel Salguero on the cross, and Raymond Alfred on freedom). Although the term is slippery, the inclusion of two contributors raises the question about who the editors consider to be an “evangelical”: Helen Slessarov-Jamir (on justice) agrees with her students’ desire not to learn theology from “dead white men” (77) and embraces religious pluralism (85); Pamela Lightsey (on reconciliation) embraces liberalism and liberation theology and calls herself a “womanist theologian” (169).The chapters contain a diversity of contributions in length and quality. Some are good, short expositions of themes: creation (Bacote), kingdom (Christian Collins Winn), Mary—actually about suffering—(Ruth Padilla DeBorst), church (John Franke), and resurrection (Cherith Fee Nordling). Gushee’s chapter contains a good exposition of the Anabaptist view of shalom, along with typical sweeping statements about the “Constantinian compromise” and the evangelical compromise with the state (72). Two chapters deserve special recognition. Chris Boesel’s chapter, “News,” is an excellent account of the Christian call to justice as part of the full goodness of the gospel. He criticizes both liberal-progressive and evangelical-conservative assumptions about the church’s mission and calls for a “recovering evangelical faith” that pursues justice with repentance, humility, and a reliance on the Holy Spirit. Telford Work’s chapter, “Hope,” also articulates a perceptive critique of the activism of both the Christian Right and the Christian Left. This book investigates the debates around religion and science at the influential Victoria Institute. Founded in London in 1865, and largely drawn from the evangelical wing of the Church of England, it had as its prime objective the defence of 'the great truths revealed in Holy Scripture' from 'the opposition of science, falsely so called'. The conflict for them was not between science and religion directly, but rather what exactly constituted true science Chapters cover the Victoria Institute's formation, its heyday (...) in the late Nineteenth Century, and its decline in the years following the First World War. They show that at stake was more than any particular theory; rather, it was an entire worldview, combining theology, epistemology, and philosophy of science. Therefore, instead of simply offering a survey of religious responses to evolutionary theory, this study demonstrates the complex relationship between science, evangelical religion, and society in the years after Darwin's Origin of Species. It also offers some insight as to why conservative evangelicals did not display the militancy of some American fundamentalists with whom they shared so many of their intellectual commitments. Filling in a significant gap in the literature around modern attitudes to religion and science, this book will be of keen interest to scholars of Religious Studies, the History of Religion, and Science and Religion. Keble, and Richard Hurrell Froude? Newman, in his rightly famous and indispensable Apologia Pro Vita Sua, covers this period in one brief chapter offering at best a rough outline and some central signposts. A more nuanced and somewhat more expansive picture is emerging in Newman's Autobiographical Writings, published posthumously in 1956. Wilfrid Ward, in the two immense volumes of his 1912 Newman biography, dedicates one single chapter entitled "Life in the Church of England (1801–1845)" to the first forty-four years of Newman's life, and of those fifty-four pages, only thirty cover the time from Newman's birth in 1801 to the signal year 1833. Ian Ker, in his 1988 biography, arguably still the normative and unsurpassed scholarly Newman biography, acknowledged as such by admirers and critics alike, dedicates one chapter of fifty-three pages to the same time period. Finally, Geertjan Zuijdwegt, in his very well written and equally well-researched and well-argued monograph of 344 pages, offers a detailed and nuanced account of Newman's theological development from his teenage conversion to Calvinist Evangelicalism up to and including the beginnings of the Tractarian Movement from 1833 to 1835. One must go back to Maisie Ward's lovely portrait, Young Mr. Newman, from 1948, to find a book that covers roughly the same territory. Ward's captivating biographical portrait and Zuijdwegt's meticulously researched theological biography may be read with great benefit as mutually enlightening and complementary accounts—at least in the eyes of this reader. The latter's new work is, however, a commendable and indeed indispensable achievement of its own. For one, what lies between Ward's portrait of the young Newman and Zuijdwegt's reconstruction of Newman's [End Page 1097] early intellectual and theological development is Frank M. Turner's 2002 John Henry Newman: The Challenge to Evangelical Religion, a 750-page ad hominem attack on Newman's person and character, not only making Evangelicalism (and not theological and political liberalism) the alleged primary if not sole object of the post-Evangelical Newman's Tractarian and post-Tractarian, Catholic polemic, but also insinuating alongside in so many ways that Newman was dishonest about his work and thought, that he cared deeply for money or the security of a "living," that he was a closeted and repressed homosexual, and that he was lying about his conversion experiences—charges advanced by Charles Kingsley and other contemporaries of Newman's day and age and debunked—now warmed up und recycled under the guise of what pretended to be a massive scholarly study of intellectual history published by an Ivy League university press. Much ink has been spilled by Newman scholars in the years since Turner's book appeared to set the record straight, while others thought the time was ripe to form a "Turner school" of critical, iconoclastic Newman scholarship. Unsurprisingly, since 2002, there has been no dull moment in the small world of Newman scholarship, now divided between two well-defined camps, with "iconographers" (so called by the iconoclasts) on one side, and on the other those who aim at advancing a hard-nosed form of critical, detached historical Newman scholarship that at points has a hard time identifying the fine line between historical criticism and barely camouflaged detraction.Zuijdwegt's book is a considerable achievement first and foremost simply because he escapes to a commendably high degree, albeit not completely, the trench warfare between the warring camps of Newman scholarship. His unavoidable engagement with Turner's work is judicious, balanced, and overall, in a measured way, critical. For the past half-century, issues relating to the ethical conduct of human research have focused largely on the domain of medical, and more recently social–psychological research. The modern regime of applied ethics, emerging as it has from the Nuremberg trials and certain other historical antecedents, applies the key principles of: autonomy, respect for persons, beneficence, non-maleficence, and justice to human beings who enter trials of experimental drugs and devices :168–175, 2001). Institutions such as Institutional Review Boards and Ethics Committees oversee (...) most governmentally-funded medical research around the world, in more than a hundred nations that are signers of the Declaration of Helsinki. Increasingly, research outside of medicine has been recognized to pose potential risks to human subjects of experiments. Ethics committees now operate in the US, Canada, the U.K. and Australia to oversee all governmental-funded research, and in other jurisdictions, the range of research covered by such committees is expanding. Social science, anthropology, and other fields are falling under more clear directives to conduct a formal ethical review for basic research involving human participants. The legal and institutional response for protecting human subjects in the course of developing non-medical technologies, engineering, and design is currently vague, but some universities are establishing ethics committees to oversee their human subjects research even where the experiments involved are non-medical and not technically covered by the Declaration of Helsinki. In The Netherlands, as in most of Europe, Asia, Latin America, or Africa, no laws mandate an ethical review of non-medical research. Yet, nearly 2 years ago we launched a pilot ethics committee at our technical university and began soliciting our colleagues to submit their studies for review. In the past year, we have become officially recognized as a human subjects ethics committee for our university and we are beginning the process of requiring all studies using human subjects to apply for our approval. In this article, we consider some of the special problems relating to protecting human participants in a technology context, and discuss some of our experiences and insights about reviewing human subjects research at a technical university, concluding: that not less than in medical studies, human participants used in technology research benefit from ethical committees’ reviews, practical requirements for publications, grants, and avoiding legal liability are also served by such committees, and ethics committees in such contexts have many similarities to, but certain other special foci than medical ethics committees. We believe that this experience, and these observations, are helpful for those seeking to establish such committees in technology research contexts, and for framing the particular issues that may arise in such contexts for the benefit of researchers, and nascent committees seeking to establish their own procedures. Health research initiatives worldwide are growing in scope and complexity, particularly as they move into the developing world. Expanding health research activity in low- and middle-income countries has resulted in a commensurate rise in the need for sound ethical review structures and functions in the form of Research Ethics Committees (RECs). Yet these seem to be lagging behind as a result of the enormous challenges facing these countries, including poor resource availability and lack of capacity. There is thus an (...) urgent need for ongoing capacity and resource development in these regions in general, and in Africa in particular. Similarly, there is a need for research and initiatives that can identify existing capacity and funding and indicate the areas where this needs to be developed.This discussion paper argues that the Mapping African Research Ethics Capacity (MARC) project is a timely initiative aimed at identifying existing capacity. MARC provides a platform and tool on the Council on Health Research for Development's (COHRED) Health Research website (HRWeb), which can be used by RECs and key stakeholders in health research in Africa to identify capacity, constraints and development needs. MARC intends to provide the first comprehensive interactive database of RECs in Africa, which will allow for the identification of key relationships and analyses of capacity. The potential of MARC lies in the mapping of current ethical review activity onto capacity needs. Public Theology for a Global Society attends to neo-Calvinist debates about public theology and its applicability to family, finance, and technology, while A World For All? explores religious beliefs and practices in their contexts, the meanings of the Trinity, and the prospects for cultural, political, and religious dialogue within civil society.In Public Theology for a Global Society, the contributors engage Stackhouse’s work in terms of its “global reach and its ecclesial concern” (ix). The essays consider five overarching themes: covenant, natural law, and human rights; social pluralism and social justice; Christian responsibility for society; economic and political realism; and Christian ethics in a global era. One of the book’s strengths is that it ambitiously probes—as Stackhouse’s own work does—the substantive interrelationships of these themes. Harold Breitenberg’s opening essay clarifies the meanings of public theology, but it does not account for recent developments, including comparative interventions that reconstruct modes of public theology.In the second section on key issues in public theology, John Witte speculates on whether Stackhouse would accept sixteenth-century Calvinist thinker Johannes Althusius’s “‘different and ‘even dangerous’” (36) theory of natural law. [End Page 205] Witte’s query, which begs comparisons vis-à-vis Catholic models of public theology frequently neglected in the book, is critically addressed by Don Browning’s essay. Browning’s theology of covenant includes a subordinate theory of natural law because “the concept of covenant cannot stand alone” (49). Other essays include reflections on covenant by Hak Joon Lee (which reconstructs Abraham Kuyper’s theory of sphere sovereignty) and Richard Mouw (which analyzes neo-Calvinist conceptions of law, covenant, and common morality). Similar to Browning’s caution to Stackhouse, Mouw censures a complete rejection of natural law (104); pace Browning’s critique, Mouw applauds Stackhouse’s insistence on the prominence of covenant in neo-Calvinist ethical and social theory. Interrogation of these disagreements by either the editors or the contributors would have strengthened the book.The book’s third section examines public theology in a global context. Differing from Stackhouse, William Schweiker charts the basic anthropological and existential components of a cosmopolitan conscience to overcome the universalist and particularist difficulties within public theology (134–38). Other thinkers appropriate interreligious dialogue as constructive models. Mark Heim contends that, in the face of massive global suffering, interreligious dialogue must promote human flourishing. Scott Paeth similarly sees dialogue as a mechanism for overcoming religiously motivated violence (166). Peter Paris, Shirley Roels, and Deirdre King Hainsworth all point to various features of technology as pathways to new articulations of public theology. The involvement of developing countries in international clinical trials is necessary for the development of appropriate medicines for local populations. However, the absence of appropriate structures for ethical review represents a barrier for certain countries. Currently there is very little information available on existing structures dedicated to ethics in western and central Africa. This article briefly describes historical milestones in the development of networks dedicated to capacity building in ethical review in these regions and outlines the major conclusions of two (...) workshops on this issue, which were held in September and October 2002 in Libreville, Gabon, and Paris, France. The workshops were the culmination of collaboration between the African Malaria Network Trust (AMANET) and the Pan African Bioethics Initiative (PABIN). They produced an update on ethics organizations with regard to mission, function, activities, members, and contact people, in eight countries within the regions discussed. As a result of the commitment of mandated delegates, a further prominent outcome followed these workshops: the creation of national structures, where none existed before, dedicated to the ethical review of clinical trials. Research ethics review is a critical aspect of the research governance framework for human subjects research. This usually requires that research protocols be submitted to a research ethics committee for review and approval. This has led to very rapid developments in the domain of research ethics, as RECs proliferate all over the globe in rhyme with the explosion in human subjects research. The work of RECs has increasingly become elaborate, complex, and in many cases urgent, necessitating supporting rules and (...) procedures of operation. Guidelines for elaborating standard operating procedures for the functioning of RECs have also been proposed. The SOPs of well-placed and well-resourced RECs have tended to pay much attention to details, resulting, as a consequence, in generally long, elaborate, intricate and complex SOPs; a model that can hardly be replicated by other committees, equally under ethics review pressures, but working under much more constraining conditions in resource-destitute environments. In this paper, we looked at the content and length of SOPs from African RECs and compared them to the World Health Organization ’s guidelines as the gold standard. We also looked at the SOPs from the Ethics Review and Consultancy Committee of the Cameroon Bioethics Initiative that we elaborated in a simplified way in 2013, and compared them to the WHO’s guidelines and to the other SOPs. Sixteen SOPs from 14 African countries were collected from various sources. Their average length was of 30 pages. By comparison to the guidance of the WHO, only six of them were found acceptable with more than 70 % of the criteria from the gold standard that were fully described. Among those six, two of them were very long and detailed, while the four remaining SOPs ranged from 16 to 24 pages. The ERCC SOPs are seven pages long but maintain all that is of essence for the rigorous, efficient and timely review of protocols. We are convinced that, because of their brevity, simplicity, clarity and user-friendliness, the ERCC SOPs recommend themselves as a model template to, at least, committees similarly situated and/or circumstanced as the ERCC of the Cameroon Bioethics Initiative is. In fact, brevity, clarity, simplicity and user-friendliness are recognized values. Whatever is brief and clear is better than what is not and saves time. What is simple and user-friendly is better than what is not even though the two have the same aims because it saves both time and mental energy. And if this be true in general, it is even truer of the context and its peculiar constraints that we are addressing. (shrink)

Background Between 2013 and 2016, West Africa experienced the largest ever outbreak of Ebola Virus Disease. In the absence of registered treatments or vaccines to control this lethal disease, the World Health Organization coordinated and supported research to expedite identification of interventions that could control the outbreak and improve future control efforts. Consequently, the World Health Organization Research Ethics Review Committee was heavily involved in reviews and ethics discussions. It reviewed 24 new and 22 amended protocols for (...) research studies including interventional and observational studies. WHO-ERC reviews WHO-ERC provided the reviews within on average 6 working days. The WHO-ERC often could not provide immediate approval of protocols for reasons which were not Ebola Virus Disease specific but related to protocol inconsistencies, missing information and complex informed consents. WHO-ERC considerations on Ebola Virus Disease specific issues are presented. Conclusions To accelerate study approval in future public health emergencies, we recommend: internally consistent and complete submissions with information documents in language participants are likely to understand, close collaboration between local and international researchers from research inception, generation of template agreements for data and sample sharing and use during the ongoing global consultations on bio-banks, formation of Joint Scientific Advisory and Data Safety Review Committees for all studies linked to a particular intervention or group of interventions, formation of a Joint Ethics Review Committee with representatives of the Ethics Committees of all institutions and countries involved to strengthen reviews through the different perspectives provided without the ‘opportunity costs’ for time to final approval of multiple, independent reviews, direct information exchange between the chairs of advisory, safety review and ethics committees, more Ethics Committee support for investigators than is standard and a global consultation on criteria for inclusion of pregnant women and children in interventional studies for conditions which put them at particularly high risk of mortality or other irreversible adverse outcomes under standard-of-care. In this article, I argue that while Christians should share Engelhardt’s disappointment in how bioethics functions in the world, they should not share his exasperation. I begin by outlining the general argument in After God, its understanding of secularism, and of how such secularism has impacted bioethics. Next, I suggest that Englehardt appears to lean toward disengagement or at least an extremely suspicious sectarianism. Rather, I claim that it is possible for Christians to morally engage in a useful way (...) with others and still base their own moral activity on proper life telos. Such cooperation is not to serve a commonly-held ultimate purpose, but shared proximate ends. That said, the moral discourse with those outside the Church may be necessarily limited by shallow moral acquaintanceship. I argue that the concept of “middle axioms” can be used as a mechanism for engagement with others in this society. Importantly, this approach does not require abandoning distinctive Christian commitments and foundational assumptions. (shrink)

This article examines the legacy of misunderstanding and antagonism that has resulted from the history of past encounters between the Evangelical and Orthodox traditions, as a background for evaluation of more recent dialogues within the WCC and at the level of the Christian World Communions. On the basis of this, suggestions are offered regarding the parameters within which future dialogue could best be conducted. It is argued that such dialogue should be marked by integrity of methodology and realistic expectations; (...) it should be relational and spiritual in character, and open to exploring possibilities for joint co-operation. There is much to gain from such dialogue, but it will not take place unless those with a vision for it take steps to make it a reality. (shrink)

This paper explores issues arising from the new technology which impact on ethics committees and how these might be addressed. Whilst some ethical issues are comparable in both online and offline worlds there are some elements of the techno-research which require extra consideration. Although ethics guidelines can be found on the worldwide web the (...) onus remains upon techno-researchers and ethics committee members to collaborate in deciding upon the ethical dilemmas and the rigour of proposed techno-research solutions. The return of individual research results and incidental findings from biobanking research is a much debated ethical issue globally but has extensive relevance in India where the burden of out of pocket health care expenses is high for the majority. The views of 21 ethics committee (EC) members and 22 researchers from Bengaluru, India, concerning the ethics of biobanking research were sought through in‐depth interviews using an unfolding case vignette with probes. A shared view among most was that individual (...) research results which are ‘actionable’ or have ‘clinical significance’ should be returned to the sample contributors through their treating physicians. This was seen as an ethical obligation and a moral duty on the side of the researcher to “give back” to the person who contributed to the research. The challenges foreseen were that of resources, both financial and personnel, for the time and counseling needed to accompany the disclosure of results. Perceptions of ‘ownership’ appear to influence the concept of benefit sharing. While benefit sharing in financial terms was considered ethically challenging, certain researchers and ethics committee members made a case for “two way altruism” where the researcher in return for the altruistic ‘valuable contribution’, shares with the contributor/ community, benefits of the research which could include research findings, improved patient care, and more affordable access to the new diagnostic tests or products arising from the research. Ethics boards have become obligatory passage points in today's medical science, and we forget how novel they really are. The use of humans in experiments is an age-old practice that records show goes back to at least the third century BC and, since the early modern period, as a practice it has become increasingly popular. Yet, in most countries around the world, hardly any formal checks and balances existed to govern the communal oversight of experiments involving human subjects until (...) at least the 1960s. Ethics by Committee traces the rise of ethics boards for human experimentation in the second half of the twentieth century. Using the Netherlands as a case-study, Noortje Jacobs shows how the authority of physicians to make decisions about clinical research gave way in most developed nations to formal mechanisms of communal decision-making that served to regiment the behavior of individual researchers. This historically unprecedented change in scientific governance came out of a growing international wariness of medical research in the decades after World War II. Research ethics committees were originally intended not only to make human experimentation more ethical but also to raise its epistemic quality. By examining complex negotiations over the appropriate governance of human subjects research, Ethics by Committee advances our understanding not only of the history of research ethics and the randomized controlled trial but also, more broadly, of how liberal democracies in the late twentieth century have sought to resolve public concerns over charged issues in medicine and science. The development of radar, jet propulsion, ballistic missiles and the atomic bomb during the Second World War established and made visible to an unprecedented degree governmentally supported and directed research and development. National survival was now seen to depend on the mobilisation of a country's talents and resources in science and technology for military purposes.Prior to the Second World War, the National Advisory Committee for Aeronautics had established its own role in research. It also established the legitimacy (...) of governmental patronage for scientific research far beyond aeronautics. It was during that period that American politicians and the organs of public opinion became convinced and persuaded the electorate to think that science was indispensable for national security and well-being. A very great deal has been accomplished since then, but the credit for a pioneering role in the conduct of research with the financial support of the federal government must be given to the National Advisory Committee for Aeronautics. In the history of religious organizations of Western Ukraine in the 20-30th years of the XX century. The activity of such an early protestant denominational formation as the Ukrainian Evangelical-Reformed Church occupies a prominent position. Among UCRC researchers there are several approaches to the preconditions for the birth of the Ukrainian Calvinistic movement in Western Ukraine. In particular, O. Dombrovsky, studying the historical preconditions for the formation of the UREC in Western Ukraine, expressed the view that the formation of the (...) Calvinist cell should be considered in the broad context of the Ukrainian national revival of the 19th and 20th centuries, a new assessment of the religious factor in public life proposed by the Ukrainian radical activists, and significant socio-political, national-cultural and spiritual shifts caused by the events of the First World War. Other researchers of Ukrainian Calvinism, who based their analysis on the confessional-polemical approach, interpreted Protestantism in Ukraine as a product of Western cultural and religious influences, alien to Ukrainian spirituality and culture. This essay examines the possibilities of being/becoming an ethical researcher in the academy. It tackles this task through the lens of an ethics application by Mary [pseudonym], a PhD student in sociology whose research thesis was investigating the reasons why married men with children use prostitutes. Two analyses are offered of Mary's story. The first analysis presents the sort of critique that a university ethics committee might make of Mary's ethics application and uses the principles that are the basis (...) of regulatory research ethics frameworks around the world. From this starting point, the second analysis examines how the problems that an ethics committee would see in Mary's proposal might have come about. By way of explanation, I posit that an ethics of rational self-interest has asserted itself as a new moral economy among students, doctoral supervisors and within the management of universities. The co-existence of these two irreconcilable discourses of ethics ? principlism and rational self-interest ? has implications for being/becoming an ethical researcher and for the work of research ethics committees in the academy.
